ok, first off the bad bits first (i like to end on a good note =P)
1. the movements are way off in parts
2. when the sticks are fighting its stop go stop go, this looks weird and isnt natural try to ease the movements and make them flow into each other, trust me it helps =)
3. the car part with the police from birds eye view isnt great my advice would be not to use actual images (like the road) you can get much better and more appealing results if you draw it yourself. and maybe the birds eye view thing wasnt the best choice, i would suggest as it is happening animating it from different angles.

Good Bits (woo!)

1. Nice story! Quite creative in some aspects but i can see which anims (as a guess) you get the inspiration from.
2. Nice guns, (assuming u didnt trace over actual ones)
3. Nice Choice of music, it added that bit of bouncyness and rhythm to the anim.

overall its quite balanced with3 good 3 bad, good job! =D
